Guam EPA announces public information meetings on new landfill permitting process
The Guam Environmental Protection Agency (Guam EPA) today announced that it will hold a series of informational meetings for the public about the permitting process for the new municipal solid waste landfill facility to be built in Layon, Inarajan. The meetings, to be held over a four-week period starting this Tuesday, will cover a series of topics related to the landfill permitting process, the landfill master plan, landfill construction, and water resources issues at the landfill site. All meetings will be held at the Inarajan Mayor's Office in Malojloj from 6 to 7 p.m. on the following dates:
Tuesday, January 24, 2006 -- 6:00 - 7:00 p.m.

Subtopics include: Background on the permitting process, Permitting schedule
Tuesday, January 31, 2006 -- 6:00 - 7:00 p.m.
Topic: General Overview
Subtopics include: Proposed landfill master plan, Transfer stations
Thursday, February 9, 2006 -- 6:00 - 7:00 p.m.
Topic: Construction
Subtopics include: Access road, Utilities, Monitoring facilities

As part of the Ordot Consent Decree, Guam EPA must issue or deny a solid waste management permit for the new landfill facility by September 3, 2006. The Department of Public Works (DPW) is required to submit a permit application for the landfill facility by February 5, 2006. By the same date, DPW is also required to submit the 90% landfill design plan and 90% wetland mitigation plan for the landfill site. The first cell of the new landfill is scheduled to open on or before September 23, 2007. The Ordot Dump is scheduled to close on or before October 23, 2007.
