Guam EPA to host workshops

The Guam Environmental Protection Agency (Guam EPA) will host the first of three workshops tomorrow regarding Guam's Air Pollution Control Standards and Regulations and Guam EPA's Air Emissions Amnesty Program.

The workshop begins with registration at 8 a.m. and a presentation at 8:30 a.m. in the Fort San Jose Room at the Outrigger Guam Resort. Two additional workshops have been planned for Thursday, March 15, and Thursday, April 12.

Guam EPA developed the workshops in conjunction with the Guam Chamber of Commerce, the Guam Hotel and Restaurant Association and the Guam Contractors  Association

All three workshops, which are free of charge, will focus on Guam s Air Pollution Control Standards and Regulations and the Air Emissions Amnesty Program.

The regulations were enacted on December 29, 1998, and effective in calendar year 1999. They affect government, commercial and residential entities with air pollution sources that exceed the threshold defined in Section 1104.2 of the Guam EPA Air Pollution Control Standards and Regulations. The regulations can be found here.

In general, anyone operating a standby generator or air pollution source that uses more than 2.6 gallons of diesel fuel No. 2 per hour and is operated less than 1,500 hours per year needs to obtain a permit and pay an annual emissions fee. Private, government and residential standby generator owners are encouraged to check the engine emission specifications from their manufacturer to determine if they need to apply.

The Amnesty Program allows entities with regulated emission sources to come into compliance by paying delinquent annual air emission fees while having all late penalties waived. The program began on January 2, 2007, and will close at the end of business on June 29, 2007.
