The Guam Environmental Protection Agency (Guam EPA) will host a workshop on Thursday, March 15, to explain Guam's Air Pollution Control Standards and Regulations and Guam EPA's Air Emissions Amnesty Program.
The workshop begins with registration at 8 a.m. followed by a presentation at 8:30 a.m. in the Fort San Jose Room at the Outrigger Guam Resort. The workshop is free of charge.
In general, anyone operating a 30kw or larger standby generator or air pollution source that uses more than 2.6 gallons of diesel fuel No. 2 per hour and is operated less than 1,500 hours per year needs to obtain a permit and pay an annual emissions fee. Private, government and residential standby generator owners are encouraged to check their generator's engine emission specifications from their manufacturer to determine if they need to apply.
The regulations became effective in 1999 and can be found here.
Guam EPA's Amnesty Program allows entities with regulated emission sources to come into compliance with the law by paying delinquent annual air emission fees while having all late penalties waived. The Amnesty Program ends on June 29, 2007. The policy was approved and signed by the Guam EPA Board of Directors at the board meeting in December. To view the signed poilcy click here. (PDF, 184K)
Guam EPA developed this workshop in conjunction with the Guam Chamber of Commerce, the Guam Hotel and Restaurant Association and the Guam Contractors' Association. Another workshop addressing the same issue has been scheduled for Thursday, April 12.
